Formed in 1990's

On the back of early project success with major retail and medical projects the initial company name of EMF BESCA Consulting Engineers was soon considered too much of a mouthful and on 17 March 1992 BCA Consultants was registered.

Through a period of rapid growth, our initial offering of Mechanical, Electrical and Fire Protection services was expanded to encompass Hydraulic, Fire Safety Engineering and Building Certification Services.

An acquisition in 2008 saw BCA Consultants join public listed company VDM Group for a period of 5 years. A successful management buyback in 2013 returned the company to private ownership with all shareholders actively working day to day within the business.

BCA Consultants’ culture of accountability and problem-solving make us a standout engineering and compliance company with many loyal repeat clients, a wide network of likeminded suppliers, and a growing list of major projects to our name.

Tony Richards

MANAGING DIRECTOR

Tony Richards

Tony started his career in 1980 as a cadet fire protection design draftsman with large national contractor O’Donnell Griffin. After gaining trade experience in fire services design, project management and estimating, Tony moved on to consulting engineering with Lincolne Scott Australia in 1985.
Being one of the largest consulting engineering companies in Australia at the time, Tony progressed rapidly working with Lincolne Scott in most states of the country gaining diverse experience.
In 1992 Tony joined BCA Consultants in their inaugural year as an Associate to develop and manage the fire services capabilities of the company. Very quickly he was promoted to Associate Director and Director of the company by 1996.
Tony remained General Manager of the BCA Consultants business after acquisition by public listed VDM Group in 2008 and the successful management buy back in 2013.

Chris Meisinger

Chris Meisinger

Chris began his career in the fire services industry in 1985 as a cadet design draftsman with a Fire Services contracting company in Melbourne. In addition to designing fire systems with this company, Chris gained invaluable hands-on experience managing the ordering and distribution of fire equipment and assisting with the installation on site.
In 1989 Chris commenced a two year working holiday in the UK, and was employed as a designer of fire systems for some of the largest projects being constructed in London at the time, including Canary Wharf.
Following his stint in the UK, Chris relocated to South Africa for the next four years where he continued in the fire services industry as designer and project manager for a large national company before finally returning to Australia and settling in Perth.
After continuing in the fire contracting industry in Perth for the next 6 years with Wormald, Chris joined BCA Consultants in 2000, becoming a shareholder and Director of the business in 2005.

Darrel Grant

Darrel Grant

Darrel began his career in 1978 as a trainee mechanical services draftsman with a local Perth mechanical services contractor ENVAR. After gaining experience in the contracting field with mechanical services installation design and project management, Darrel joined the consulting engineering field with Lincolne Scott Australia in 1980.

During his tenure at Lincolne Scott, Darrel had an opportunity to work in their Queensland office for an extended period, gaining diverse experience.

In 1993 Darrel joined BCA Consultants as a contract draftsman and after a short period transferred to a permanent employee. He enjoyed working various important roles including CAD Manager, Systems Administrator and Mechanical Design Manager. He became a shareholder in the company in 2005.
Darrel became an Associate Director as part of the successful management buy back of BCA Consultants from VDM Group in 2013 and Director in 2025.

Warwick Kilworth

Warwick Kilworth

Warwick commenced his career in 1989 as an apprentice electrician at QEII Medical Centre, progressing to a qualified electrical tradesman. He then ventured into the commercial electrical contracting space with several electrical contractors gaining real life experience in system installation and commissioning.

Warwick moved into the electrical consulting space in 1997 as a project engineer for a well-respected single discipline consultancy firm in Perth. Warwick joined BCA Consultants in 2002 as a senior electrical engineer progressing to his current role as Associate Director in 2025.

Robert Short

Electrical Engineering Manager

Robert Short

Robert graduated from The University of Western Australia in 1994, being awarded a Bachelor of Engineering Degree after successfully completing the electrical engineering major course of study.

Robert’s career in the building services industry commenced with BCA Consultants and was initially involved in all facets of building services including project drafting and coordination, design and contract administration.

Robert has undertaken a wide variety of projects including Greenfield and refurbishments from the areas of retail, commercial, industrial, hospitality, residential and educational.

Whilst working on major projects with BCA Consultants, Robert has attained a wide range of experience in the areas of external power and communications distribution networks, building lighting control systems and specialist lighting.

Alexander Alexandrovski

Fire Safety Engineering Manager

Alexander Alexandrovski

Alexander has extensive experience in fire safety engineering and design of fire safety systems, and an additional 10 years’ previous experience in architecture and the construction industry both in Russia and Chile. After working with fire engineering consultancies in NSW, Alexander joined BCA Consultants in 2012 and has helped expand the fire safety engineering practice and areas of expertise.

Alexander’s experience in fire safety engineering covers a variety of areas, including retail, commercial, industrial, resources, infrastructure, health, educational and residential projects.

Alexander has been utilized as an expert witness in a State Administrative Tribunal of WA hearings, and provided peer review reports on a variety of projects.

During his years in the industry Alexander has presented at seminars and international conferences and is a member of the WA branch of Engineers Australia SFS Committee.

Mark Viska

Building Certification Manager

Mark Viska

Mark is a qualified and nationally accredited building surveyor with over twenty-twenty four (24) years of professional experience working across two state jurisdictions (WA and Qld). He has worked within both local government (5 years) and the private sector.  Mark has significant experience in the assessment, certification, auditing, and inspection of all types, and ages, of residential, commercial, industrial, institutional, assembly and other non-residential buildings. Mark understands the importance of striving for high levels of technical competence in a challenging and ever-changing building regulatory environment.

Mark actively participates in industry education and the development of State and Australian wide practice standards for certifiers through the Australian Institute of Building Surveyors (AIBS). Mark is a WA Chapter committee member of the AIBS and regularly presents to universities and the Property Council of Australia supporting the education of future property professionals.
